Slice the onions.
In a small, non-stick frying pan, add water, soy sauce, garlic cloves, white wine and onions.
Cover and cook on medium-low heat until onions are softened. Add the oat bran and garlic powder (optional) and mix.
Heat until onions are cooked to desired texture. Add a bit more liquid if necessary but this works fine when "dry".
In another frying pan, add water, soy sauce, ginger, garlic and fish.
Cover tightly and heat on medium until liquid starts to boil.
Steam until fish is cooked through. Be careful not to overcook fish, it doesn't take long.
When fish is cooked, remove from pan. Add onion mixture to steaming liquid. Stir until heated through and sauce has thickened slightly.
Pour over fish and enjoy.
